Commonwealth Safe Schools was founded in 2019 to help schools maximize safety while staying ahead of evolving threats and best practices. The organization was created in response to the rise in school violence nationwide and the growing need for proactive, informed school safety planning.
Founder Bob Lee is a current school police officer with more than 20 years of law enforcement experience. School safety isn’t just his profession—it’s his daily mission. Bob is a state-approved school safety assessor in Pennsylvania and became certified in risk assessments through extensive training and real-world experience.
Bob holds multiple professional certifications, including NASRO Basic and Advanced, Crime Prevention Through Environmental Design (CPTED), School Shield, Crisis Intervention Training (CIT), FEMA courses, and Run, Hide, Fight instruction. His hands-on approach and deep understanding of school environments form the foundation of Commonwealth Safe Schools’ commitment to protecting students, staff, and communities.
Bob grew up in Central Bucks area. He holds a BS degree in Criminal Justice from West Chester University and a MS degree in Criminal Justice from Saint Joseph’s University. Bob is a graduate of Montgomery County Police Academy, holding his ACT 120 certification.

In addition to his law enforcement experience, Robert holds the following certifications in his area of school safety:
- Basic/Advanced School Resource Officer certification
- ALICE (Alert, Lockdown, Inform, Counter, Evacuate) certified instructor
- CPTED (Crime Prevention Through Environmental Design)
- NRA School Shield – School Vulnerability Assessments
- Crisis Intervention Trainer (CIT)
In 2019, Robert was elected by the Pennsylvania Commission on Crime and Delinquency (PCCD) as an approved school safety assessor for the Commonwealth of Pennsylvania, based upon ACT 44 standards for all public schools in Pennsylvania.
Robert is a graduate of Montgomery County Police Academy, earning a municipal police officer certification by the State of Pennsylvania.
Clearances
Robert holds current Child Abuse, PA State, FBI, and ACT 126 clearances to lawfully enter any public educational school.
Robert holds a Bachelor’s degree from West Chester University in Criminal Justice and a Master of Science degree from St. Joseph’s University in Criminal Justice Administration.
